Although I had already resolved the issue, I wanted to post Corel Tech Support Response iterating the fix.

Thank you for contacting Corel Technical Support.
I understand that you were having a hard time resolving this issue. In order to give you help, please provide the following:
• Your computer's operating system where the program was being installed.
• Corel program.
• Product serial number.
• Scanned copy of the Invoice/Proof-of-Purchase receipt OR original e-mail confirmation from the retailer.
• Order number (if download / ESD version).
• Steps you performed before the error occur.
However, this issue when installing CorelDraw Graphics Suite X8 has been reported already and searching for a much better workaround. For the meantime, you may try the following instruction in order to troubleshoot the issue:

For 64bit version of CorelDraw Graphics Suite X8:
1. Launch Windows Control Panel, Programs, Programs and Features.
2. Scroll to Microsoft Visual C++ 2015 Redistributable (x64) - 14.0.23918.0
3. Double-click to uninstall the Microsoft Visual C++ Redistributable.
4. Install CDGS X8.
5. Reinstall the 64bit version of Microsoft Visual C++ Redistributable from https://www.visualstudio.com/downloa...-vs#d-visual-c


For 32bit version of CorelDraw Graphics Suite X8:
1. Launch Windows Control Panel, Programs, Programs and Features.
2. Scroll to Microsoft Visual C++ 2015 Redistributable (x86) - 14.0.23918.0
3. Double-click to uninstall the Microsoft Visual C++ Redistributable.
4. Install CDGS X8.
5. Reinstall the x86 version of Microsoft Visual C++ Redistributable from https://www.visualstudio.com/downloa...-vs#d-visual-c
Important: Any Microsoft Visual Studio 2015 Update 2 components (specifically the Visual C++ components noted above) that were uninstalled prior to installing CDGS X8 must be reinstalled to the updated version as noted in step 5 above after CDGS X8 is successfully installed.
