Default Bending shapes to match a curve

Is it possible to bend a shape that has at least one straight side so that it matches a curve (think S curve) that is part of a drawing? Could this be offset from the defining curve by a specified distance? What would be a good approach for this? If the shape being bent has embedded shapes (group) I would like them to rotate to match the defing curve also. Think parallel lines with arrowheads at regular distances within the two parallel lines and the defining curve being an edge.

Thanks in advance for any possible ideas.
