Creating executable for distribution with PhotoPaint 9

I've written a script in PhotoPaint 9, and used the 'Create .exe' command. I sent the scini91.dll and .exe to a friend and when they tried it they got "Could not create object (Could not create specified OLE automation object)."

How do you make distributable executables?
