Default Greyed out toolbox

I recently installed X5 after a crash and l can't load several of my macros. I noticed that the toolbox is greyed out. I've tried registering many different libraries and types and so on all to no avail. Can someone tell me what I'm missing?

Default Toolbox

What is the toolbox that is grayed out? Have a screenshot?

It's the forms toolbox that allows one to build forms in the macro. What I've determined is that I need the "Microsoft forms 2.0 object library" registered. I have registered it multiple times but it keeps un-registering itself. I keep getting a "class not registered " error. I can't decide if this is a Corel problem or a Windows problem. Either way I'm at a loss what to do next.
I'll try to get a screen shot later today. Actually you could see it at View/Toolbox. I can't because the command is greyed out.
